i can give you one reason xbox live has never been down longer than 13 days and that was when the amount of people that played xbox live increased.
to the guy above me, when was xbox live down a whole month? is 13 days a month to you? its too bad that psn has been down almost 2 months.

consider what features you need:
1. bluray: will the ps3 be connected to a high definition television. if its an old tv, the difference between bluray and regular dvds won't be that great.
2. web browser: i personally wouldn't place a high value on that - i mean, as long as you have a laptop / smartphone / tablet, i probably wouldn't use it that much.
3. dlc is not exclusive to the ps3 - xbox also allows for dlc, e.g. grand theft auto iv.
4. movies: again, the xbox doubles as a dvd player; but also offers an array of digital movie services (zune marketplace, netflix, hulu, espn, etc.) playstation does as well.

consider the games you want to play:
halo? forza motorsport? gears of war? alan wake? dance central? as opposed to:
killzone? uncharted? gran turismo? god of war? littlebigplanet?

psn is down, but its temporary. live is considered to be somewhat better than psn, but again, consider what consoles your friends have, e.g. there are heaps more playing cod on xbox than ps3.
