the simple reason is that the television standards are different from country to country. but that is only part of the story. the more difficult reason is the standards agreed upon in that country for copyright protection or drm. the
bbc worked with the media providers in the
uk to work out a process see

it seems complicated but it allows the user to make one copy of encrypted movies to be used only on that recorder. this seems like an ok process, but i think the movie people in the usa still do not want blu-ray recorders at all here.
